Generally, if there is one Admin who has to manage several organizations/schools whatever at once, will delegate the authority to his subordinates/below them who will then have responsibility to answer to the Admin, in this way there will be a chain of command 1st individual would be the Admin one and only, then there will be subordinates or Co-Admins who will response to Main Admin in any case, then there will be lower level management who will respond to co-admins.

Lower level management >> Co-Admins >> Admin (final decision making).

You can make a flow chart here :) for best answer. and wait for more and best answers.
