Master Plan is the basic plan includes all possible details technical and user end usage, etc which are made in conformation to the concept of the construction or event. Like a road is being constructed, and you need to draw its location, size, material being used, time to start/ end, labour to be used, machinery needed, etc. Same way if a event is being planned, what are the details. Include, guests, menu, layout, time to start/ end, what all is performed, who are to attend and where to sit, who is to speak and what is duty of the team, etc etc.... This is simple way of explaining a Master Plan.
