i think the difference is credit hours. " 63 cr = 21 subjects", and "45cr = 15 subjects" so the student with 1.3gpa has earned 45 cr hrs 
and studied 15 subjects so he has remaing courses to improve the cpga while 63 cr hr has studied 21 subjects and has no chance 
to improve cpga.

Bcoz in the 1st following mansion result the student have 1.59CGPA but the university offer him the internship
