AN ABRUPT and unexpected change in fee structure by the Virtual University (VU) administration has put thousands of university students in a fix while prompting hundreds of them to freeze their ongoing semesters.

The VU, the country s first university completely based on modern Information and Communication Technologies (ICTs), through a fresh move abolished the option of submitting per month (Rs 2,000) fee by its students and introduced fee structure based on per credit hour basis.

According to the new fee structure, the fee will be charged from the students on a per credit hour basis at the rate of Rs 750. It is pertinent to mention here that every subject contains 3 credit hours. The university has also imposed Rs1,000 as semester enrolment fee which was earlier not charged from the students. The varsity administration has, however favoured the students by giving them the option to pay fee in three instalments. But interestingly, total duration of instalments is one and a half months.

Earlier, the VU students had to pay semester fee of Rs12,000 in six instalments (Rs 2,000 per month) but under the new structure, the amount would be paid, with Rs 1,000 as semester enrolment fee, by the VU students in three installments and that too maximum in one and a half months only.

Talking to The News, a number of aggrieved students said the university administration while changing the fee structure blatantly ignored the fact that the majority of its students were from the middle or lower middle class and the move would certainly create a lot of financial problems for them. They were unanimous in their demand that the VU administration must revert to the previous fee structure as the new one was more like paying fee in a lump sum.

According to the students, the VU was their choice, above all, because of its fee structure which was quite affordable, especially for those belonging to the working class. A student, Ali, said he and many of his friends were seriously planning to freeze their ongoing semester as they could not manage to pay the fee under the new structure. He, however, appreciated the VU administration for not substantially increasing its fee unlike other public varsities in the wake of ever increasing inflation. Another student, seeking anonymity, said one of his friends had recently emailed a death certificate of his father along with his request of continuing the old fee structure but to no avail. He said there were thousands of students who could manage only month-wise fee.

One of the students also shared VU s notification available on its web-based Learning Management System (LMS) which reads, All students are informed that the credit hour fee structure is duly approved by the university. The same has been intimated, notified on the LMS time and again. All are requested to abide by the schedule and do not refer to Accounts Department for the instalments/extension in dates. Any query related to fee structure will not be entertained.

When contacted, VU Rector Dr Naveed A Malik said he had already taken notice of the issue and had directed the university s director finance to allow students paying fee in six instalments as per the previous practice. He said the new notification would be available for students on LSM on Monday (today). He also agreed that collection of fee in three instalments was a burden on students. About the semester enrolment fee and other increases in fee, Dr Malik said the increases were quite minor as compared to any public university, adding that the VU had not raised its fee for the last many years.
