Lastly, yes you are unable to apply for your degree without clearing your internship / project completely along with viva / presentation.

In VU there is no concept of grace marks or rounding a value to next decimal. So 2.15 mean 2.15. Definitely if you improve your D grade subjects your CGPA will increase. You can improve more than 1 D.
